What is world-class OEE?
World-class OEE is commonly defined as 85% for discrete manufacturing, built from component targets of 90% Availability × 95% Performance × 99% Quality (90 × 95 × 99 = 84.6%, rounded to 85%). Most plants measure 55–65%, which is why 'world-class' represents the top few percent of performers, not a typical goal for year one.
Where does the 85% figure come from?
The 85% benchmark traces back to Seiichi Nakajima, the father of Total Productive Maintenance, who published the 90/95/99 component ideals in his 1984 book Introduction to TPM (English edition: Productivity Press, 1988). It was a target derived from award-winning Japanese plants of the era, not a statistical average. Later industry surveys and vendor datasets kept the threshold because top-decile plants still cluster near it — but it was born as an aspiration, and treating it as a universal pass/fail mark misreads the original intent.

As a 3–5 year ambition, often yes; as a next-quarter target, almost never. A more useful ladder: measure honestly (expect a 10–20 point drop versus manual logs), reach 65% by killing the top availability loss, 75% by attacking micro-stops, then contest 85%.
